First of the NSDC of Ukraine has made the initiative to amend the law on the establishment of civil-military administrations in the Donbass, the legislation was passed by Parliament in early February. Poroshenko said that the military-civil administration will work in the regions before the Kiev local election, and to lead them will be able to both military and civilians who live within the territory controlled by Kiev. On January 27, the head of the people's Council DND Andrey Burgin said that the development of civil-military administrations within the Donetsk region controlled by the Kiev aimed at concealing information about illegal actions of the government. According to the law, the military-civil administration - is a temporary state agencies that operate out of the security service of Ukraine. They will be created by decision of the President of Ukraine. The structure and staffing of civil-military administrations will also be argued in the security service of Ukraine upon submission of the head of administration. Military-civil administration will be created in those communities, " where rural, settlement, city councils and their Executive bodies shall not exercise assigned to them by the Constitution and legislative acts of Ukraine the range of possibilities ".
