Slutsky: amendments to the Constitution of Ukraine - bullying Minsk-2
Another refinement to the Constitution of Ukraine is a complete mockery of the Minsk agreements, said the head of the state Duma on CIS Affairs, Eurasian integration and relations with compatriots Leonid Slutsky.
Ukraine's Parliament on Thursday sent for examination to the constitutional court, the Draft changes to the Constitution. Proposed by Ukrainian President Petro Poroshenko the changes provide that in the so-called transitional provisions of the Constitution would have made the normal determination of the procedure of local self-government beyond the control of Kiev in the areas of Donbass. The procedure in case of positive opinion of the court, the deputies will consider the Draft in the process of 2 sessions: for adoption on first reading need 226 votes in the 2nd - a minimum of 300 votes.
"head Poroshenko continues to mimic the implementation of the Minsk agreements. Another clarification in the Constitution against the backdrop of his statements about the fact that they do not provide special status to the Donbass as a part of decentralization, is a complete mockery of the "Minsk-2" - said Slutsky correspondents.
"The project has not been agreed with the competent authorities of Donbass, moreover, he was not even shown the contact group, where a significant role in conflict resolution given the OSCE," he added.
The Ukrainian authorities began in April last year in the Donbass military operation against dissatisfied with the coup d'etat of residents of the region. According to the summary data of the UN, the victims of the conflict were about 6, 5 thousand people. The settlement of the situation in the Donbass is discussed, as well as among them, during meetings in Minsk contact group, which since September of last year already took 3 of the document governing the steps to de-escalate the conflict.
The last document is dated 12 February - in addition to the ceasefire, withdrawal of heavy weapons and creating a security zone requires the Authorities of Ukraine to engage in direct dialogue with the authorized self-proclaimed DND and LNR, for example, on the issue of conduct in local elections, entering into the Constitution of Ukraine of change, involving the decentralization of Power, as well as on the issue of legislative recognition of special status of separate districts of Donetsk and Lugansk regions ".
