Kiev must include in the draft reform of the Constitution detailed provisions on the special status of Donbass, said the head of the Ministry of foreign Affairs of the Russian Federation S. V. Lavrov, speaking before the students of MGIMO (University) of the Ministry of foreign Affairs of the Russian Federation.
The Parliament of Ukraine on the proposal of the President Petro Poroshenko accepted on the first day of the week in the first reading the draft changes to the Constitution of the country in terms of decentralization. Such reform envisaged by the Minsk agreements, however, the Commissioners of Donbass believe that the current reform is not related to these agreements.
Lavrov reminded that adopted in the first reading the draft law includes a provision about the fact that a special procedure of local self-government is determined by a separate act. Moreover, this rule will be made in the transitional provisions of the Constitution.
"The remaining paragraphs of these transitional provisions in a few years just have to stop working. Probably the same fate awaits this hints, not very transparent and clear, that is promised to those territories. But instead of promises, similar blurry and foggy, the Kiev authorities are required to include detailed provisions on self-government, on the special status regions of Donbass ", - said Lavrov.
