Ukraine to the WTO defeated Russia in a dispute over anti-dumping measures concerning ammonium nitrate, has informed Ministry of economic development.
It is noted that the victory of Russia confirmed the report of the Appellate body of the WTO, circulated by the Secretariat of the organization.
in July 2014 Ukraine more than tripled import duties on ammonium Nitrate from Russia (with eleven, 91% to 36 03%). This was done due to the statement about the fact that the cost of gas for Ukrainian nitrogen plants chemistry and Russian producers is significantly different.
in response, Russia in may 2015, filed a lawsuit in the WTO. The main claim was that Kiev had used unfair methods of adjustments to calculate the value of Russian products, in which instead of the energy prices on the Russian market prices are used on the markets of third countries.
the Ministry noted that the Appellate body left the findings of the arbitration panel without change and confirmed the Russian position.
"We expect that Ukraine promptly eliminate the violations of its international obligations ", - said the Ministry.
the Ministry also hopes that Russia's victory will increase the chances of successful challenge, the European anti-dumping measures.
It is noted that currently in the EU there are four such events, introduced with the application of "adjustments" with respect to ammonium nitrate, welded and seamless pipes, were also introduced in April 2019 preliminary measure regarding carbamide-ammonia mixture.
Ammonium nitrate (ammonium nitrate) is used as a component in explosives and as a nitrogen fertilizer.
