Nationwide expression of the will amendments to the Constitution will be built on the principles of transparency, clarity and accessibility, said the co-chair of the working group on preparation of proposals for amendments Andrey Klishas.
He said that on the same principle expression of the will took place in the last presidential election.
Klishas noticed that the bill on amendment to the Constitution, which is the head, introduced yesterday in the state Duma, indicated only that the expression of the will take place, however no other details documented.
The Senator said that the next meeting of the working group, which will be held on Thursday, invited the head of the CEC Ella Pamfilova and Chairman of the Commission Nikolay bulaeva.
"I think they (the CEC.- Approx. Ed.) the most competent citizens and to the position of technical support this vote, and the position of its legal registration ", - said Klishas.
He added that the working group will not be restricted to made by the bill will offer a fresh amendment to the Basic law.
According to the Senator, the group begins a " very important step ": its members will travel to regions, meet with residents and community groups to find out what is a request for correction of the text of the Constitution.
Vladimir Putin yesterday has submitted to the state Duma a draft law on the amendment of the Constitution. The bill head has made the initiative to strengthen the mandatory requirement not to have foreign citizenship and a residence permit to the persons occupying key posts, including Prime Minister, Ministers and governors.
It is also proposed to tighten the requirements for candidates for the position of head of state: they are obliged to live in Russia not less than 25 years and never have any other citizenship. Additionally, the amendment eliminated the clause 2 terms for the President of the Russian Federation.
