On December 21 The State Duma passed in second and third readings the draft prolonging the terms of Russian citizenship simplified receipt for the USSR former citizens. 266 votes necessary, 406 deputies voted for the draft unanimously. The draft prolongs simplified citizenship receipt norm in effect to January 1, 2008. It concerns foreigners and stateless people, who previously had the former USSR citizenship, arrived to the Russian Federation from the states, having been previously a part of the USSR, registered domiciliary in the RF as of July 1, 2002, or having permission for temporal residence in the RF. The possibility of simplified Russian citizenship receipt applies to the former USSR citizens who obtained residence permit after July 1, 2002, after the law "About Russian Federation citizenship" came into effect. According to the simplified procedure of getting citizenship, it may be obtained without living continuously on the territory of the Russian federation Russian for five years, without constant legal source of income, and without being able to speak Russian. Changes in current legislation were proposed by Russian President Vladimir Putin in connection that term of simplified denizing expires on January 1, 2006. The amendments were passed in the first reading on December 14.
