The need to adopt a special law because the law on mandatory social insurance, including health insurance, will be used on the territories of Crimea and Sevastopol from 1 January 2015, for this reason, subsidies to new regions for these purposes in the current 2014 is not provided. Regional CHI funds are formed in the new subjects of the Russian Federation during the transition period.
