The head of the Russian representative office of Visa Andrew Torre sent sent a message to the address of the Deputy Chairman of the Central Bank Olga Skorobogatova and General Director of JSC "national system of payment cards" (nvqs) Vladimir Komileva. He stressed that is sympathetic to the desire of the Bank of Russia to develop cooperation with the Visa in the scope of the law, according to which the international payment system must process transactions within the Russian Federation through nvqs. But with all that Torre offers a number of conditions of this cooperation and the continuation of their own work in the Russian Federation.

So, Visa wants to retain the right to set tariffs and other fees for the various offers that the company has in the Russian Federation. Currently, according to the law, nvqs should set its own tariff policy, decisions on tariffs payment systems it is not a big impact, but they should provide her with every increase of tariffs for private proposals 120 days, RBC reports.

In addition, the company wants nvqs gave her suggestions on the same conditions as other payment systems. At the same time with this, the head of the Russian representative office wishes, that the Visa had the opportunity to apply their personal clearing and operations center and not to pay the contribution in the case, if nvqs will not be able to accurately promise system reliability and uptime.

Visa in your own message stressed that he is not going to place on your own cards symbols and logos of other payment systems, in other words to perform cabading. At the same time, on the date the law takes into account that on the maps of the national critical systems should be a graphic image of the ruble. Among other things NPS reserves the right to release kovacikova cards with other payment systems.

"If the Central Bank will not be able to ensure continuity of payments, it is absolutely reasonable to leave for a payment system possibility to use native capacity.
