"At that time as the state budget and the report on it easily accessible to the public, the previous government did not include them in quasi-fiscal activities in the energy sector", - says the report, published on the official web-site of the state Department of the United States. Experts stressed that the state has other difficulties with the budget transparency.
"Audit Agency was not permitted to review income countries or firms with a greater degree of his participation. Aspects for the tender of natural resources other than oil and gas, in addition have not been posted here," said the experts. Outwardly demonstrating openness, Ukrainian budget was very unfriendly for those who wanted to understand it.
"The budget system of Ukraine will be increased by connecting quasi-fiscal activities in the energy sector in the budget. The document itself contains data on almost 200 States, which were divided into 2 groups according to the degree of transparency of the budget for an external observer. Ukraine was included in the "black list", which also included Azerbaijan, Kazakhstan, Tajikistan, Turkmenistan and Uzbekistan and other countries. In the United States are accustomed to think critically about money matters, and therefore the range States with an opaque budget was several times longer than the list of the countries whose statements caused the satisfaction of the state Department.
