Minister of foreign Affairs of Germany Frank-Walter Steinmeier said about the importance of providing access to OSCE staff full access to observe the discharge of heavy equipment in the Donbass and record areas in which it disperses.
"It is important that the OSCE has gained access to where the last access to it was denied," said Steinmeier.
