Today, routes to Ukraine and Russia from Poland are offered only by flag carries of both parties. Low-cost carriers keep waiting for the chance to enter the markets. Poland and Russia signed agreement in 2002 providing for only one airline company to offer regular flights on specific route. Meanwhile, Centralwings is eager to offer flights to Russia as well.
"As far as Russia is concerned, liberalization requires the law to be changed", Katarzyna Krasnodebska from ULC, the civil aviation authorities said.
She added that on July 20th, ULC sent a letter asking carriers to describe their plans for Russia.
"Unfortunately, we have not received any answers yet", Katarzyna Krasnodebska said.
Low cost carriers are surprised.
"We replied at once to the letter from ULC and said we are very interested. Nothing has happened since that time. The same with Ukraine", Kamil Wnuk, Centralwings spokesman said.
Tomasz Kulakowski from Ryanair has not heard of such a letter.
"We care most for EU and Russia to sign free sky agreement", he said.
Norwegian representatives have not heard about the letter, either.
"We said that both markets should be opened numerous times when meeting ULC. The authorities should have no doubt concerning our point of view", Marek Slawatyniec from Aviareps representing several no-frills airlines, including Norwegian, said.
Norwegian offers flights to Russian from Norway. The second low-cost carrier flying there is Germanwings, Lufthansa subsidiary. The ticket from Berlin to Moscow costs EUR 130.
