France, Switzerland and Armenia refused to vote on an anti-Russian resolution at the plenary meeting of the annual session of the parliamentary Assembly (PA) of the Organization for security and co-operation in Europe (OSCE), held in the Finnish capital.
They explained this step by the absence at the meeting of the Russian delegation. It comes proposed by Canada and Ukraine resolution (N 15 additional points prepared for the session) On continuing undeniable, gross and uncorrected violations of obligations by the Russian Federation in the scope of the OSCE and international standards." There, in particular, condemned Russia's actions in Ukraine.
"The decision situation must be based on dialogue, but it requires both sides. In consequence, we decided not to take part in the vote," said a member of the French delegation Alain Neri.
The same position was taken by the delegations of Armenia and Switzerland. In the Italian delegation, in turn, has declared that it is impossible to discuss the project, "without giving the defendant the power to justify it", stressing that in the absence of the Russian Federation, these actions actually deny the existence of democracy in the West, reports TASS.
Recall that on 5 July, after the vote in the standing Committee of the PA, the document introduced the discussion session, despite the protests of a number of States, even Russia. Present at the meeting, the Deputy of the state Duma Nikolay Kovalev then noticed that the canadian draft was not adopted by 2 thirds majority, as is required under the laws of the OSCE.
With all this 2 domestic resolution in consequence of the inaccessibility of the Russian delegation at the session will not be considered, despite the denial of the Russian side. Kovalev has underlined that Moscow would take decisions of the annual session of the OSCE parliamentary Assembly in Helsinki unenforceable.
