Russia military coop priorities unchanged - Medvedev
GORKI, February 10 (Itar-Tass) - Russia’s priorities in cooperation with partners in the military sphere will not change this year, President Dmitry Medvedev stressed at a meeting of the Commission on RF Military Cooperation with foreign states on Tuesday. The president held the meeting with members of the government and heads of the relevant departments at the Reception House of his countryside residence.

GORKI, February 10 (Itar-Tass) - Russia’s priorities in cooperation with partners in the military sphere will not change this year, President Dmitry Medvedev stressed at a meeting of the Commission on RF Military Cooperation with foreign states on Tuesday. The president held the meeting with members of the government and heads of the relevant departments at the Reception House of his countryside residence.
"In terms of military-technical cooperation with foreign states we ended last year rather well," Medvedev said. According to him, the "total volumes of supplies exceeded 8.350 billion US dollars, a 800-million dollar increase against the previous year."
"It is obvious that this year will be not easy due to the fact that the world is going through a financial crisis. This affects the armaments purchase volume, but this notwithstanding we should try to preserve our achievements and maybe expand cooperation volumes in certain spheres," the president suggested.
"Priorities in this sphere are not changing," Medvedev stressed. "First, we should ensure the irreproachable quality of products, quickly conclude contracts and strictly fulfil them," he said. "The contracts themselves should be based on the real potential of our defence-industrial complex," Medvedev stated. "There should be no ‘phoney’ and unjustified contracts," he added.
"At that the price formation should be competent, understandable, transparent, without humbug, especially in the conditions of harsh competition between producers," he said. "Aside from this, it is necessary to give the maximal attention to the executing agencies, there should be no extension in the fulfilment (of contracts) and in the supplies," the Russian president stressed.
"It is also necessary to more attentively treat markets, it is necessary to look here and there, to diversify the supplies, to enter the markets where we are traditionally not present or where we are present but not sufficiently, we should try to get a foothold there," Medvedev continued.
"It is obvious that in the conditions of the global financial crisis the export plans will be corrected not only by us, but also by our partners, and we will have to react to this," he admitted. "Changes of raw material prices and prices of spare parts are possible, but in any case we should be prepared for this," Medvedev stated.
In conclusion he drew attention to the "issue of cooperation in unstable regions and states." "Relations regarding military-technical cooperation with countries in unstable regions are regulated by special rules. In particular, by way of taking measures in accordance with the presidential decree banning the supplies of military and dual-purpose products," the head of state said. "We should very attentively watch such kind of states and supplies to these states," Medvedev added.
"I mean Georgia and the corresponding decree I have signed," he specified.
The Commission meeting gathered Russian Foreign Minister Sergei Lavrov, Security Council Secretary Nikolai Patrushev, Vice Prime Minister Sergei Ivanov, Vice Prime Minister and Finance Minister Alexei Kudrin, Justice Minister Alexander Konovalov, Defence Minister Anatoly Serdyukov, Industry and Trade Minister Viktor Khristenko, Director of the Federal Security Service (FSB) Alexander Bortnikov, Director of the Foreign Intelligence Service Mikhail Fradkov, Head of the Federal Service for Military-Technical Cooperation Mikhail Dmitriyev, Director General of the Rostekhnologii State Corporation Sergei Chemezov, Director General of the Rosoboronexport arms exporting company Anatoly Isaikin, presidential administration head Sergei Naryshkin and presidential aides Sergei Prikhodko and Larisa Brycheva.
