Deputies of the Communist party has prepared a bill payment system overhaul. Parliamentarians are proposing to the government to take over a large part of the economic load for this service, and apartment owners to pay only 15% of all contributions.
State Duma Deputy Sergei Obukhov and a number of his fellow Communists prepared a bill proposing to impose upon the state the burden for payment of capital repairs of residential buildings, say "news". The authors of the document believe that the existing law requires revision, because the country is in the highest degree low collection of fees for this service.
Deputies report that the majority of owners are unhappy with the existing rates and in protest, unwilling to pay a fee. The bill of Communists proposes to introduce a system of co-financing expenses for the repair using state funds, municipal support. The authors declare that the attempt to blame the costs on the owners of apartments will result in a degradation of the housing stock, that eventually lead to the need of large economical investment. Deputies suggest to pay 85% of contributions, and citizens - 15%.
Also, instead of the present indefinite system of collection and accumulation of funds for major repairs, it is proposed to set the period for payment thereof, not exceeding 5 years, and bind it to a specific time for remedial work in a particular house. With all this, all liabilities will be recorded in the contract for the repairs. In addition the Communists propose to use an independent audit of expenditure of funds for capital repair of common property in apartment buildings.
Given the opinion of the deputies, the people of Russia need to understand that pay for specific things, not ephemeral intentions to repair homes. With all this, every citizen will be aware of exactly when he will provide a service and will be able to evaluate its results. The majority of experts supported the initiative of parliamentarians, however, in their opinion, the bill will meet opposition in the government.
