Fares airports can freeze
The Federal Antimonopoly service can conserve tariffs for airports in servicing aircraft. It is expected that this measure would reimburse the cost of the airline spent on the payment of VAT.

Deputy Prime Minister Arkady Dvorkovich at the meeting with students in Moscow airports and adepts of the relevant agencies instructed the Federal service for tariffs to consider the possibility of freezing of tariffs for services of hubs, inform "news". The Federal Antimonopoly service among other things, approved this instruction.

But in the FAS told me that as long as the final opinion on this issue has not yet been formed. The new initiative is seen as compensation to airlines for the planned introduction of VAT on services of the airports. The carriers are actively supporting the idea to freeze tariffs, but the airports are opposed to this.

In early July, at a meeting with Dvorkovich was decided to introduce VAT 18% when servicing aircraft on domestic flights and 0% are international. Though airlines and the Ministry of transport insisted that use a 0% tax on all fronts. At the moment the airport is exempt from VAT as such on all services, however the organization is asked to introduce this tax, even 0% interest is to be able to pay for from the Federal budget.

Considering the opinions of experts, airports are not fun to be a defaulter VAT, as from airlines, they do not receive tax and enostaven pay for the services. At the moment many of them pay a large VAT on construction work, but to pay tax can't. Some specialists connects the airports desire to renounce VAT exemption with their projects on infrastructure development. Due to the VAT refund they will reduce the cost of reconstruction.

Taking into account the opinion of the airlines, the entry of 18% VAT will lead to a hollowing out of the working capital airlines". Also, the amount of tax levied solely for domestic flights, it will be difficult to find technically. However, experts believe that the FAS will not allow to preserve the tariffs are no airports at 0% VAT, nor at 18% tax. In this case, the airports will ask to freeze tariffs of its own enostavno that the latter would be completely unprofitable.
