The Russian Federation government is to introduce educational credits. These novelties will likely ease mechanism of getting credits for tens of thousands students. Main requirement of getting bank approval will be students’ good progress in studies. At the government’s initiative borrowed sum will be given at minimal interest. Government will find three quarters of the Central Bank refinancing rate. By this in case of loan default authorities will indemnify up to 20% of loan to banks. Officials consider the crunch can help build new relations between students, banks and state. Negative economic situation makes think first of all about socially unprotected people. Looking back federal programs of educational credits have been existing for a long time but they haven’t come into force. They are similar to general consumer loans. According to most credit programs borrowers were students’ parents and they had to return money in a year. Sberbank has the most attractive kind of credit for education payment, it’s an exclusive program introduced upon the recommendation of Ministry of Finance. "Nowadays bankers need precise legal groundwork for profitable activity. State’s participation in venture operations groundwork is of great importance. Main reason hampering adoption of statute was lack of sole Óonception of its aim between bankers and Department of Education", - Yaroslav Kabakov, president at training center Finam says. The expert reckons it is difficult to get "ideal for everybody" educational credit under current circumstances, but it’s possible. We need such kind of law which will act at least for those study branches students of which are able to pay for credit. Existing state subsidization programs are to be further developed in order to support other students. But government tries to despose of them by adoption of sole law while they predetermine corruption". According to analyst at group of companies Region Alexey Shestakov the most positive side of government’s initiatives is that educational credit is being considered along with other crucial propositions. "Particularly, we encourage transferring of good studying students to a budgetary basis. This year there are 25,000 such students, but we hope there will be more next year. "Freezing of tuition fees, introduction of labor quota for graduates could lessen drawbacks of Russian educational system". Institutes will be allowed to create small enterprises in order to compensate income reduction got from educating students on a fee basis. The necessary bill is being considered in State Duma. It will generate 30,000 jobs. These kind of enterprises dealing with commercialization of high school intellectual achievements employ as a rule students and institute professors.
