The government has adjusted the rules of the direction of means of the parent capital on improvement of living conditions. A new document will improve the affordability of housing on preferential terms. The government of the Russian Federation published on the official website of the new amendments to the law that allows you to send the maternity capital for the payment of an initial contribution on the credit for the acquisition or construction of housing. Previously, this law meant that preferential cash apply no earlier than after 3 years from the date of birth or adoption 2, third child or further children. According to a new document, funds for state aid could be used to pay the initial mortgage payment or housing at any time since the birth or adoption of 2 children and future children. Appropriate changes were made to the act in early may 2015. "The decision will increase the availability of acquisition and construction of housing with the use of maternity capital", - stressed in the government. Earlier it was reported also that on behalf of the Prime Minister Dmitry Medvedev developed amendments to the law "On additional measures of state support of the families having children". Initiative implies that the means of the parent capital parents will be able to pay for the services of a private kindergarten. "Making conforming changes to the Federal law will allow to relieve stress in families who were not granted a place in the state or municipal preschool educational organizations, as well as to use means of the parent capital to obtain appropriate services for individual entrepreneurs and private pre-school educational institutions", - commented on the initiative of the Ministry of labour.
