According to the head of department Jury Chaika there are exactors mainly among doctors and teachers. In the report about corruption in the Russian Federation in 2008 these specialists are more often than the others involved in investigation of affairs about bribery. So in 2008 Procurator’s Office registered 12,5 thousand facts of bribery and 43,5 thousand crimes against government. On the average number of crimes has grown in comparison with 2007 on 10 %. In 80 % of cases bribetakers were doctors, teachers and militiamen. In most cases sum of bribes did not exceed 30,000 rubles. Number of bribers occupying high posts has turned to be not so big. Only 189 bribetakers were revealed among officials of federal, regional and municipal levels in 2008. "The given figures are crafty, - considers the senior expert of association of legal aid to businessmen Praviks Jury Osipenko, - according to the Russian Procurator’s Office’s report the main "villains" for a society occurred teachers and doctors, and it’s difficult but agree with it. Fish stinks from a head, therefore main bribetakers are to be searched for among officials of high rank, in supervising bodies. President Dmitry Medvedev also notes this". Employees of Procurator’s Office also consider that the given statistics is only a visible part of an iceberg. The given figures cannot reflect the whole situation with corruption in the country. In the near future it will be possible the technique of tracing of an overall performance on struggle against bribery is changed. It is offered to leave from quantity indicators, and instead of them to fix the data on the compensated state to a damage in cases of suppression of corruption activity. According to the rector of educational centre Finam Yaroslav Kabakov, the report reflects that part of corruption schemes which the Office of Public Prosecutor is capable to reveal and it would be strange, if it was another. "In general and polls give the similar answer about the one who should give to the population bribes (eventually automobile owners among the population less than those who should deal with doctors). Struggle against corruption-it a complex problem which demands use not only retaliatory measures, but also conducting propagation and educational work among the population, rationalisation and information of schemes of work of state institutions, increase of level of a payment and social security of workers of budgetary sphere", - does conclusions the expert.
