The Central Bank demands from bankers decreasing of deposists’ rates. Some leading Russian banks Recommendations to revise yield under deposits have received already. Those who will not change the rate, the regulator threatens to deprive of future crediting. Sberbank was one of the first banks which have responded to recommendations of the Central Bank. Since 1st of July, the credit organisation has lowered deposit rates on the average on 1%. As experts consider, the Central Bank is entitled to demand from banks decreasing of rates. Besides, the regulator can influence banks, not willing to revise deposit persentages, limiting access to financing - it is referred to unsecured credits and security loans, operations repo. According to Head Deputy of the Central Bank Alexey Ulekaev, department now sends signals that it reduces refinance rate and all other interest rates, makes banks’ funding cheaper. So it gives the grounds for banks to start moderate deposit and credit policy. Let`s remind that for last half a year majority of Russian banks have been involved in fight for investor. Deposit rates reached 18-20 %. The maximum growth of percent was marked in small banks. Initially high interest rates in separate banks has disturbed áSV (Agency of deposits insurance) which is not interested in occurrence of a critical situation with deposits. It was offered to introduce "floating" factor of allocations into fund. Allocations to áó÷ should be larger for organizations with high interest rates. "Really, race of deposit rates undermines scheduled stabilization of national economy. Overheat of the deposit market can lead to resumption of investors’ attacks on banks. Besides, growth of deposit rates promotes growth of credit rates. Larger credit rates means worsening of borrowers’ quality. Thus, race of interest rates increases probability of ‘bad debts’ crisis, considers analyst Maxim Osadchy. Many market participants consider that it is not necessary to wait for mass decrease in rouble deposits’ rates in the short term. State funding sources are still limited for majority of banks. Deposits remain the most accessible tool for attraction of resources for them. According to chief economist of managing company "Finam Management" Alexander Osin, big banks in second half of 2009 - 2010, will probably be able to decrease deposit rates, let’s say, on 1-2 % on the average within the limits of an inflationary trend. "For rather small banks similar decrease in deposits’ yield will promote moving of clients’ means to large credit structures’ accounts. Russian, world regulating structures on the whole support by their actions the process which has begun as a result of financial crisis after consolidation of bank sector. Thus, in 2010 - 2011, against certain reduction of global macroeconomic risks, this process, apparently, will considerably be accelerated". Artem Krasnov
