US Senator: Washington is obligated to help Ukraine not to pay Russia's debt
The U.S. and other countries are required to take the necessary steps to help Ukraine to protect debt payments of Russia in the amount of $ 3 billion, said Senator Chris Murphy, who is a member of the Department of the Senate of the USA on international vzaimootnosheniyam.
"the international Commonwealth has an obligation to understand the need for us to implement appropriate steps that will give Ukraine a legal basis to evade the payment of this debt," said Murphy.
The United States Senate Committee on international vzaimootnosheniyam first reported that will hold a briefing behind closed doors with the Executive Director of the international monetary Fund (IMF), Christine Lagarde, which will discuss the situation with Ukraine's debt.
"I do not think that Ukraine owes at least something to return to Russia ", - said the Senator.
the Ministry of Finance of Ukraine in the last month of summer said about reaching consensus on restructuring of external commercial debt totaling approximately $ 18 billion. It is planned that Ukraine will be immediately deducted 20% of the principal debt, the repayment of the remaining amount will be transferred from 2015-2023 for years 2019-2027.
The Cabinet of Ministers of Ukraine on Tuesday issued a decree to start the procedure of restructuring of public debt, or to suspend from September 23 payments for a number of the restructured obligations. Restructuring, for example, applies to Russia redeemed Eurobonds for $ 3 billion, but Osinovka payments of these securities does not apply.
the head of the Ministry of Finance of the Russian Federation Anton Siluanov has stated many times that the Russian Federation does not plan in any way to participate in debt restructuring of Ukraine and will demand full repayment of it on time - early winter 2015 - the whole issue of Eurobonds for $ 3 billion. Russia refers to the official creditors of Ukraine, and the settlement of the debt with official creditors (States) considered separately, Siluanov explained. Ukraine received these funds in early winter of 2013, when power was the head of Viktor Yanukovych.
