according to the PGO, during a pretrial investigation it is determined that the Shchegolev, " working from an organized group of persons, composed of former officials, in order of forcible disbandment of the protesters on Independence square in Kiev, adopted a conclusion about the conduct of the employees of the security service 18 February 2014 the anti-terrorist operation in the Central part of the city." It is noted that " the operation led to serious consequences in the form of death people, causing citizens with bodily injuries of different severity, destruction of property of legal and physical persons ". Prior to that, the Prosecutor has indicted the former head of the Main Department of the security service of Ukraine in Kyiv and Kyiv region in accordance with paragraph " abuse of power and their official powers that caused grave consequences ". In the last month of summer the Pechersky district court of Kiev arrested Shchegoleva on suspicion of belonging to the deprivation of life of active participants on the Maidan in February 2014. Riots in the center of Kiev were launched at the end of 2013. The organizers of the protests on Independence square has accused President Viktor Yanukovych to abandon the signing of the agreement on Union with the EU. Began a tough three-month confrontation, dubbed " euromaidan ", in which an aggressive-minded activists seized several administrative buildings in the center of Kiev, erected a tent city that created the armed "self-defense forces" that entered into open confrontation with law enforcement. Because of this, the management of the SBU issued a statement in which he called on opposition leaders to stop military confrontation and to return to the negotiating table. However, the warning did not avail, and the authorities had to declare the "anti-terrorist operation" in Kiev to stop the Riots, which by that moment already lost the lives of 100 people. Until now no one took on their own shoulders the responsibility for the deaths of protesters and police at Maidan in the beginning of the previous, despite the fact that the number of victims has exceeded 100 people. More than fifty percent of them were killed on the morning of February 20 on Independence square and Institutskaya street. At the same time in early March last year was published the wiretapping of the conversation of the Supreme Commissioner of EU on foreign relations Catherine Ashton and Estonian foreign Minister Urmas Paet. The latter said that the protesters and law enforcement officers forcibly deprived of life one and the same snipers, and it would be beneficial it is the opposition, not the authorities.
