The PACE April session by a majority vote adopted a resolution which for the first time since the fall urged the Russian Federation to form a delegation, and to pay a contribution to the budget of the Council of Europe. The parliamentary Assembly called for active dialogue between all parties to preserve the mission of the Council of Europe and to defend a situation in which the largest government party will have to decide to leave the organization with geopolitical consequences." For reviews of PACE, it also will have " real consequences for the citizens of Russia ". in the adopted solution the PACE " campaign of the government of the countries members of the organization to consider all available options to ensure policy relevance and financial sustainability of the organization in order to protect themselves undermining its activities." the document notes that Russia's decision to stop participation in the activities of Assembly " has led to discord within the organization in which one member state were present in one statutory body - the Committee of Ministers and were absent in the other Assembly ". in case of nonpayment of the contribution PACE has threatened to halt for some time the rights of Russia in both statutory bodies. for the resolution voted 105 delegates, 30 voted against and 16 abstained. It is noteworthy that in the process of voting on amendments the vast majority of made to the Ukrainian delegation was not supported by the Assembly. For example, the Ukrainian delegation demanded to remove from the text is addressed to Russia's proposal to form a delegation to the PACE. in addition, the adopted solutions are reminded about the "illegal annexation" of Crimea in 2014, which " violates international law and the Charter of the Council of Europe ". in June 2017 was announced that Moscow - one of the main payers in the budget of the CE suspends the payment of fee in connection with the participation of the delegation in the Assembly. at the same time, the Russian side made a proposal to amend the regulations governing the organization of the provisions that nobody has the right to deprive the authority of the national delegations. The Secretary General of the Council of Europe in October 2018 recalled that if the country does not pay two years contributions statutory body - the Committee of Ministers may consider the issue of the exclusion of that state. A two-year term comes to Russian Federation by the end of June 2019. foreign Minister Sergei Lavrov said that Moscow wants to remain in the Council of Europe and will leave only if the other member countries of the organization will take measures for its exclusion. Despite the circumstances with the PACE and the suspension of payments, Russia continued work on the adoption of the conventions of the Council of Europe. <span style="color:darkgray
