Restrictive measures against African countries acted According to the resolution, the UN security Council Resolution 1907 adopted on 23 December 2009. A decree on the introduction of penalties relative to Eritrea was signed in July 2010 by Dmitry Medvedev.
The resolution of the UN Security Council prohibits the supply of weapons to the African country and freezing the accounts of private individuals and legal entities. The reason for such decision was the sale of weapons from Eritrea to militants in Somalia. In addition, the government refused to withdraw its troops from the border with Djibouti, which led to strained relations between States. Taking penalties has affected possess weapons of the conflict between Eritrea and Ethiopia in 1998-2000, the victims of which were about 80 thousand people.
Russia has many times urged to begin the process of withdrawal penalties regarding Eritrea after the fact, as July 9, 2018, Prime Minister of Ethiopia Abiy Ahmed and the leader of Eritrea, Isaias Afwerki signed a peace agreement in Asmara.
