Russian President Vladimir Putin on 2 June approved the foundations of state policy on nuclear deterrence. Document reglementary the conditions under which Moscow reserves the right to nuclear strike, and also describes the main dangers of Russia in the field of nuclear deterrence.
As the comments on the journal in the subject of nuclear deterrence allocated to two groups of countries. The first is " individual country non-nuclear and (or) other weapons of mass destruction or significant combat potential of forces, which consider the Russian Federation as a potential enemy, and the military coalition (blocks, unions) with the participation of these countries ".
The second - " countries that provide their national territory for the deployment of strategic offensive weapons (cruise and ballistic missiles, hypersonic vehicles, shock unmanned aerial vehicles), tools, strategic missile defense, radar stations of the missile warning system-nuclear strike, nuclear weapons, and (or) other weapons of mass destruction to other countries, which have the ability to be used against Russia and (or) its allies."
The new Russian doctrine implies that Moscow may use nuclear weapons in response to attack on it or its allies with nuclear weapons or other weapons of mass destruction, or in the case of aggression with conventional weapons, if " the danger to the very existence of the country."
As said before the press-Secretary of President Dmitry Peskov, the document " clearly States that may force the Russian Federation to use nuclear weapons, emphasizing that the Russian Federation never has the opportunity to become a pioneer of the use of nuclear weapons ".
