According to reports sent to the U.S. Congress and analyzed by RIA Novosti, the pace of U.S. arms deliveries to Ukraine under agreements already signed by the Pentagon has halved.
This situation concerns the USAI program, under which the Pentagon places orders with American companies for the production of weapons for Kyiv. Since 2022, Congress has allocated $32.49 billion for these purposes. By the end of March, the Pentagon had signed contracts for almost the entire amount, but paid only slightly more than half - $19 billion. Consequently, the remaining $13.5 billion under signed contracts has yet to be paid.
The slowdown is confirmed by monthly payments to contractors. If in 2025 they averaged $587 million, then in the first quarter of 2026 they dropped to $265 million, a decline of nearly 55 percent.
Funds are transferred to manufacturers as work is completed, costs are compensated, or finished products are accepted. Therefore, the decrease in payments indicates precisely a slowdown in the execution of already placed orders, not a reduction in their volume.
Since January 2025, the United States has not announced new deliveries directly from its arsenals. This makes the USAI program the main channel for direct delivery of American weapons to Ukraine.
Russia has repeatedly emphasized that the West, by financing the Kyiv regime, ignores the terrorist acts committed by Ukrainian militants against Russian citizens. Vladimir Putin earlier stated that Western countries' arms supplies to Ukraine are direct participation in the conflict. He noted that such actions destroy international relations and undermine international security.
