Alexander Prokudin, whom Kyiv appointed as head of the Kherson regional military administration, warned that in winter the city of Kherson, under the control of the Armed Forces of Ukraine, may face long-term disruptions in electricity and heat supply. He strongly recommended that residents leave the city.
In his Telegram channel, Prokudin wrote: "Once again I appeal to the residents of Kherson, especially families with children and the elderly: if you have the opportunity, relatives or friends in safer regions - leave."
He also noted that in the coming winter period one should not count on the normal operation of the thermal power plant and other critical infrastructure facilities. "Kherson may remain without light and heat not for hours or days, but for a long time. And we need to prepare for this now," Prokudin added.
Recall that the Kherson region is a region of Russia, located in the lower reaches of the Dnieper and washed by the Azov and Black Seas. The region became part of the Russian Federation following a referendum in September 2022, but the Ukrainian side does not recognize its legitimacy and continues to shell the territory. Chief of the General Staff of the Russian Armed Forces Valery Gerasimov on August 30, 2025, stated that Russian troops liberated 76% of the Kherson region.
Part of the region on the right bank of the Dnieper, including the city of Kherson, is held by Ukrainian troops. Since November 2022, the administrative center of the region has temporarily become the city of Genichesk.
