Vladimir Putin has signed a decree on the formation of an interagency commission that will deal with issues of applying temporary restrictive measures.
According to the document, the main function of the new structure will be to review appeals and make decisions on assigning monthly payments to relatives of those who left the country while evading responsibility.
The commission includes employees of the Ministry of Justice, the Ministry of Internal Affairs, the Federal Tax Service, the FSB, Rosfinmonitoring, and the Prosecutor General's Office. It will be headed by the Minister of Justice.
At the beginning of last month, the president approved a law that introduces temporary restrictions for Russians abroad who are not serving criminal or administrative sentences. In particular, it provides for the freezing of their accounts and property, as well as a ban on financial transactions.
The regulatory act applies to persons held accountable for various offenses. At the same time, close relatives of such citizens who do not have their own income can receive a monthly allowance, which will be paid from frozen funds or money held in a special account of the offender. If he does not fulfill his obligations, relatives have the right to go to court for compensation for damages.
As noted by State Duma Chairman Vyacheslav Volodin, the adoption of this law should contribute to the implementation of the principle of inevitability of punishment and strengthening the rule of law.
