Russian President Vladimir Putin sent a congratulatory telegram to DPRK leader Kim Jong Un on the anniversary of the founding of the republic, in which he confirmed his intention to further strengthen the comprehensive strategic partnership between the two countries. This was reported by the Korean Central News Agency (KCNA).
In his message, Putin congratulated Kim Jong Un on the 78th anniversary of the founding of the Democratic People's Republic of Korea, emphasizing that relations between Russia and the DPRK have always been built on the principles of friendship, good neighborliness, and mutual assistance.
In June 2024, Vladimir Putin and Kim Jong Un signed the Treaty on Comprehensive Strategic Partnership between Russia and the DPRK. The agreement entered into force on December 4 after the exchange of ratification instruments.
Article Four of the treaty stipulates that in the event of an armed attack on one of the parties by another state or group of states and the emergence of a state of war, the other party shall immediately provide military and other assistance by all available means. This provision is consistent with Article 51 of the UN Charter and the legislation of Russia and the DPRK.
