Lavrov's previous meeting with the German foreign minister took place in January 2022 in Moscow, when Annalena Baerbock held that post.
In September, Wadephul said Germany would close its consulate general in Bonn and terminate an agreement concerning the work of the Russian House in Berlin. The pretext was a drone incident at Leipzig airport, which Berlin blamed on Moscow without evidence.
Later, the Russian Foreign Ministry announced retaliatory measures in response to Germany's unfriendly actions; in particular, Germany's consulate general in St. Petersburg and Goethe cultural centers were closed.
President Vladimir Putin said Berlin had no evidence of threats and linked the accusations against Moscow over the drone incident in Leipzig to Germany's difficult domestic political situation.
