Vladimir Putin signed a decree concerning strategic enterprises: now the fulfillment of foreign legal requirements by joint-stock companies is subject to coordination with Russian authorities.

The document states: joint-stock companies from the list of strategic enterprises and strategic joint-stock companies, as well as their subsidiary business companies, if the legislation of foreign states requires them to perform certain actions, may do so only with the prior consent of the federal executive body authorized by the government of the Russian Federation.

In addition, such companies are prohibited from providing data on their activities without permission from the authorities. Without prior consent, disclosure is permitted of information that is subject to disclosure only under domestic laws, as well as in accordance with requirements imposed in connection with the issuance, circulation and acquisition of securities.

It is also prohibited to make changes to agreements concluded by joint-stock companies with foreign counterparties, and to other documents concerning their commercial policy abroad.

Finally, without coordination it is impossible to alienate stakes in foreign organizations owned by joint-stock companies and their subsidiary business companies, rights to conduct entrepreneurial activity in the territories of other states, and immovable property located abroad.

Previously, such restrictions applied only to requirements from bodies of foreign states, international organizations, allied associations of other countries, bodies of these organizations and associations, including those that carry out regulation and control.

The new norms enter into force on the day of their signing, October 15.
