NOVOSIBIRSK, November 10 - Two small children have died in a house fire in the Altai territory in southern Russia, a local official said Thursday. A one-year-old girl and a four-year-old boy are thought to have died from smoke inhalation after the blaze started at the house, where they had been left alone. Neighbors saw the flames and immediately called firefighters, but they were too late to save the children, the official said. This is the third fire involving child fatalities in the region, which borders on Kazakhstan, since the onset of fall. Adult negligence is thought to have been a factor in the deaths
