From the beginning of next year abonents of telephone communication will have an opportunity to choose between abonent payments and "time rate", declared the head of Ministry of Information and Communication Vitaly Slizen. According to decree N 638 "About state regulation of tariffs on services of public electric communication and mail service", all companies of telephone communication are obliged to provide its clients alt least 3 tariff plans: with abonent payment, with time rate payment and combined system of payment. "This measure will help to correspond to demands of citizens. For those who rarely speak by city telephone, time rate tariff will be more favorable, for active users - abonent payments", - noted Slizen. Combined variant - abonent payment for certain amount of minutes and payment of every minute above that limit". Experts of telecommunication market are not so inspired: "It is evident that the majority of users will not change on time rate and will pay about 200 rubles (abonent payments) as they used to. But this is unfavorable for state companies; therefore, officials will increase abonent payment and force abonents to change on time rate payments".
