Administration of Altaisky krai permitted Ruscosmos to use territory of krai as area for failure of used space rockets, launched from "Baikanur" cosmodrome. Altaisky krai became the first region, which signed appropriate agreement with Ruscosmos. Conditions of regional use are stipulated in the treaty. In particular, it has been fixed in the document that Ruscosmos increases indemnities to budget of Tretyakovsky, Charyshsky and Zmeinogorsky districts for every launch of a rocket. These indemnities comparing to current level will increase by 3.5 times in winter, and by 5.5 times in summer. Regional authorities have decided that payments to budget will be sufficient sum to outweigh possible damage to health of citizens. Treaty with Ruscosmos also provides constant observation population of the krai by doctors and realization of ecological monitoring at the expense of Ruscosmos. Moreover, Altaisky krai and Ruscosmos appealed to Russian government with request to develop program, limiting negative influence of space-rocket activity on health and environment.
