State Duma has passed the bill "About obligatory insurance of civil liability for trespass during exploitation of a dangerous object" in first reading. According to document all judicial persons and individual businessmen, owning or renting dangerous objects, are obliged to insure their responsibility. For physical persons the bill sets fixed insurance payments. For example, payments for harm to health and life will amount to 300 thousands rubles, for damage o property - 180 thousands ruble, violation of living conditions - 100 thousands rubles. Indemnity for judicial persons is established within the limits of insurance sum. Insurance sums, depending on level of danger of the object, are fixed in amount from 14.8 millions rubles to 1.7 milliards. Maximum rate is applied to objects, where more than 500 people can be injured as a result of crash. It should be mentioned that gasoline stations, depots of combustive-lubricating substances, and also industrial objects with equipment working at high pressure or temperature more than 115 degrees are considered as dangerous objects. Mining and waterside structures were also added to the list of dangerous objects. Law comes into force 12 months after publication. 385 delegates voted for passing the bill, 101 voted against and 5 delegates abstained.
