On December 19 the prefect of Moscow Central administrative district Sergey Baydakov asked the mayor of Moscow Yuri Luzhkov to prohibit concerts, shows and other mass actions that require audio devices with high acoustic power on Vasilievsky spusk. The prefect is preoccupied with the fatal influence that such actions cause to the historical and architectural monuments located on Vasilievskiy spusk. However, destructive noise is not the only reason why Baydakov objects rock concerts. Also he is concerned of the fact that actions of a "doubtful moral value", in particular, rock-concerts are not acceptable on Vasilievski spusk since they contradict to the historical importance of this place. Today organization of mass actions in the center of Moscow is regulated by the resolution of the mayor Jury Luzhkov from 1999. It says that actions with the number of participants up to 10 thousand may be conducted on Lubyanskaya and Teatral’naya squares and with number of people exceeding 10 thousand - on Vasilievsky spusk. In 2000 there was made an amendment that prohibited any variety performances in the close proximity of the Vasily Blazheny Temple. However, despite these limitations several remarkable events still took place in the center of Moscow. Thus, in 2003 Paul McCartney gave his concert on the Red Square. On July 7 in 2005 the city administration organized a meeting in support of Moscow’s claim to host Olympic Games 2012 with over 50, 000 participants. On September 7 there was a 25- thousand meeting in memory of Beslan victims. MTV Russia Music Awards was held on Vasilievskiy spusk on September 21.
