The businessmen-members of public organization "Business Russia" put forward an initiative to impose a tax for childlessness. They suggest collecting the tax from all childless people above 22, amounting 2% if the annual income doesn’t exceed 100 thousand rubles, and 3% from those with greater income. The businessmen think, that if Russians be imposed to pay additional money to the state, Russian women will start to give birth to children, and men will push them to it. Professor Leonid Rybakovsky, leading member of Social and Political research institution of Russian Academy of science: "There`s nothing to laugh about. I think the suggestion must be discussed by the government, Duma and interdepartmental commission on demography of Public Health Ministry. I believe, the state doesn’t have to bear responsibility for low fertility alone, but people themselves must take it. Poorness is not a reason. There are two kinds of people^ those who cannot bear and those who don`t want to do it."
