Parliamentary committee of Beslan tragedy investigation proclaimed results of work. The report was presented to Council of Federation on December 28, 2005 by vice-speaker of Council of Federation Alexander Torshin. By words of senator, committee has revealed series of errors ad disadvantages in performing of counter-terrorist operation in Beslan. Terrorists captured the Beslan school N 1 on September 1, 2004. As a result of terrorist action, 331 people, including 186 children, died. Torshin reminded that warning telegrams from Russian minister of Interior Affairs Rashid Nurgaleev and his first deputy Alexander Chekalin were received by North Ossetin special services on August 21 and 31, 2004. These telegrams contained directions to strengthen security of all educational institutions on Day of Knowledge. "Following of these instructions could prevent terrorist action", - noted the senator. Moreover, amount of hostages was known already in the second half of September 1 (1128 people were captured in Beslan) but officials informed about 3554 hostages to mass media during the day. Coordination between organs was unsatisfactory, cordoning off didn`t manage to keep back Beslan citizens, who rushed into the building to rescue children. The version of General Office of Prosecutor that the majority of aggressors were drug-addicted and previously convicted proved to be true. By data of committee, from 23 identified terrorists 13 had previous convictions and all 23 used drugs (2 smoked pot and 21 - heroin). Committe also confirmed the fact that part of rebels had weapons, conquered during attack of extremists at Nazran in June, 2004. As Torshin has explained, committee didn`t set the goal to find guilty. "We don`t investigate the activity of federal forces but circumstances and causes of terrorist action in Beslan", - he said.
