Luzhkov denied plan of Moscow development for 2006

Moscow mayor Yurii Luzhkov has examined the program of city executive authorities` work for 2006. The head of city administration has returned document for revision, emphasizing that it lacks of concrete goals.
First of all, mayor said that it is necessary to solve problem of kindergartens or at least to decrease the deficit of pre-school institutions. For realization of this goal the majority of departmental kindergartens needs to be returned to the city authorities and about 100 of new kindergartens must be constructed. "This problem should be solved in order to make year of 2006 the successful one", - said the head of the capital.
The second important problem to be solved is house-building. Mayor charged to increase part of social hypothec and accommodations for young families on account of city investment programs. Luzhkov emphasized that he is ready to spend formed this year reserves on increase of social component of construction.
Moscow mayor put problems of road construction to third place. He refused to sign program of road construction until at least 3 milliards rubles will be invested in building of 4-th transport circle in 2006. Current project provides only 500 millions rubles for this purpose. "In this case we will not keep given to Muscovites promise to start active constructions of 4-th circle next year", - said mayor.
Second hearing of the program is appointed on January 17.
