The program of payment of the maternity capital for the 2nd and third child acts in Russia with the aim to increase the birth rate. The budget pays money for the birth of the third child in those regions where, given the government's opinion, the birth rate is still not high enough. The program itself works from 2013.
Dmitry Medvedev signed the decree, according to which the budget will be 2 more years to co-Finance payments for the third and each next child in the regions, where the demographic characteristics grew thanks to this measure. In those regions where after the introduction of payments for the third child demographic situation has not improved, payments will be terminated.
"The document was developed in response to the request of the President on the question of saving for a period of not below 2 years of co-financing monthly payments to families at the birth of a third child and following children for those regions that have improved the demographic situation and raised the characteristics of the birth rate", - is listed on the web site of the government.
Co-financing payments will be made through the Federal budget. The payments will be made during 2 years in the order in which they were conducted before.
In those Russian regions where the measure proved ineffective, the payments will not be extended. But funding has been reserved for those children who were born at the current program until the age of 3 years old.
The Federal law "on the Federal budget for the year 2014 and for the planning period 2015 and 2016," for co-financing payments taken into account in 2014 - 17.1 billion rubles in 2015 and 26.9 billion rubles, in 2016 - 30,2 bln rubles.. .
