Supposedly, proceedings can be instituted by article 259 of Russian Criminal Code ("Extermination of critical ecotope for organisms, entered to the Russian Red Book").
China, which is to blame for contamination of the river, expressed willingness to pay damages for caused harm. But amount of payments have not been established. Scales of damage, caused to nature by benzene compounds, are being established.
