Russian regions refuse to pay united social tax in amount of 26% from rise in wages, appropriated to doctors and teachers within the frames of priority national projects. According to tax code, employer can not pay wage, without deduction of income tax in amount of 13% and united social tax in amount of 26%. Vladimir Putin promised to increase wages of nurses by 5 thousands rubles, of several doctors` categories - by 10 thousands, and form-masters - by 1 thousand per month. But after transfer of money governors found out that there are no funds for payment of united social tax. As governor of St. Petersburg Valentina Matvienko informed, Ministry of Finance transferred money to regions without taking taxes into consideration. "If we pay money after taxes deduction, teachers will get sufficiently less sum than 1000 rubles", - she thinks. By her words, federal budget-2006 appropriates only 192 millions rubles for these needs, which is 50 millions less than required amount. Moreover, administration of Perm krai sent inquiry to Ministry of Finance: Perm teachers are lack of 58 million rubles. From his turn, deputy chief of inter-budget relationships department of Ministry of Finance Andrey Yurin said that amount of payments to form-masters are based on request of Ministry of Education. Ministry of Education refers to agreements with other federal agencies. In particular, presidential plenipotentiary in Siberian federal region Anatoly Kvashnin announced that "rises in wages are free of united social tax". "Ministry of education didn`t take sums of united social tax into consideration by mistake", - announced press-secretary of Ministry of Finance Andrey Saiko, promising to correct the situation.
