Russia will have to open strategic fuel stocks due to abnormally hard frosts. This decision has been prepared and will be put forward to Mikhail Fradkov - the Russian prime-minister. Gas is taken from depots and wells at maximum now because of anomalous low temperatures reigning in the Central region and all over Russia recently. The situation got quite complex - Russia takes more energy now than during last 15 years. Moscow zone has never been so overloaded. We remind: the temperature in Moscow gets to -37, it`s very unusual for Central region.
