Temperature anomalies initiated de-reservation of strategic fuel reserves in Russia. In the view of severe frost maximum gas extraction from depots and wells is carried out, decision to use reserve sorts of fuel - mazut and coal - was prepared and will be presented to premier Mikhail Fradkov today.
Several stations of Moscow energy system operate at the breaking point of their technical resources. Mosenergosbyt company announced that some consumers refused to follow commands of dispatcher on limitation of energy consumption, though introduction of such limitations is agreed by treaties of energy supply and submitted to Moscow administration and Moscow regional authorities` approval.
In Center and regions "frost" problems consist of following types of situations: dead automobile engines, malfunction of boiler-houses, breakdowns in electricity supply networks, water pipes and generators in energy stations.
Nevertheless, there are victims among population - 3 people died on the streets of Novgorod settlements from becoming too cold. 4 people died from frost and 17 got frost-bitten in Volgograd, 5 people were hospitalized in Eletsky village of Vorkuta region.
Situation develops both on interior and international level in the view of intensive Russian integration into world economics in sphere of energy resources supply.
Several EU countries informed about reduction of Russian gas and oil supplies, which caused power cut of enterprises in Italy for example. In particular, Austria, Hungary, Italy, Serbia and Croatia informed about sufficient failure of Russian gas volumes in gas pipe.
By tentative data of European Committee, Hungary, Serbia and Croatia were short of 25% of Russian gas volumes, and Italy - of 5.4%.
At present moment Western experts can not name the cause of Russian gas export drop. Some of them think that in the view of severe frost Ukraine increased consumption of gas from "Druzhba" pipeline.
Administration of EU is concerned of situation, which is redoubled by expectation of artic frost spread from Russia to Europe. Nevertheless, severe January frost can be considered as force majeur and will not cause misunderstanding of Russian partners if situation is settled quickly.
