The infringement of the preventive fire-fighting regulations.
The investigation ascertained that when the house was built, i.e. 13 years ago, Marchenko was the owner of the top floors. He didn`t set the fire safety system up. After commissioning the building in 1994 Marchenko brought the 9th and 8th floors to the saving bank. The responsibility for the lack of the fire safety system is on it too. And there were wooden bookcases along the wall from the 6th to the 7th floor. They blocked up the passageway on the stairs, preventing to use it during the evacuation. The investigation team also determined that Marchenko being the head of the company "Eastern wall" didn`t take measures for fire prevention.
Marchenko is the fifth man who was arrested in the context of the inquest regarded to this case.
