Russian minister of Defense and vice-premier of Russian government Sergey Ivanov has announced that guilty in unregulated relationships in Russian army will not escape the penalty. "Level of legal liability of any person for such actions is determined by court and I assure you that guilty will be punished", - said Ivanov during press-conference by results of Munich conference of security. "None of ministers of defense of any state can guarantee that there are no and will be no unregulated relationships in the army. But it doesn`t mean that we should do nothing. Trust me, appropriate measures for prevention of violence in army are taken in Russia", - answered Ivanov the question if humiliating treatment of juniors will be completely liquidated in Russian army. Ivanov has also commented Russian law about non-commercial organizations. He emphasized that the law is more liberal than in majority of countries. He reminded that project of law was drawn up on the base of European standards and underwent examination by experts of EU committee. Ivanov emphasized that law about non-commercial organizations "has nothing to do with assigned attempts to suppress activity of non-governmental organizations" and announced that Russia needs non-commercial and non-governmental organizations. "The only goal of the law is to regulate control of funds received by non-governmental organizations from abroad for declared purposes, - he explained. - We have many examples when organization was financed for help to refugees but money was spent on weapon purchase". "We need civil control of spheres of state activity, and majority of non-governmental organizations honestly fulfill important functions", - noted Ivanov.
