The document of third reading with amendments to the law "About communication" is to be considered at the plenary session of Russian Duma on February, Duma speaker Boris Gryzlov has informed journalists on Tuesday.
According to the text of future law, telephone connection established by another subscriber is not subjected to payment, excluding connection established with a telephone operator assistance and connection on the expense of the called person. Since July 1, 2006, telephone connection service must be paid immediately after being provided, the order and form of payment are defined in the agreement.
In the event, that the tariffs are subjected to government regulation, the operator must provide the user with the opportunity to pay by installments not less than for 6 month with initial installment not more than 30 % of the payment.
The law also provides the choice of license fee or time rate payment for local telephone connection.
