Russia insists on depoliticization of negotiations over Black Sea Fleet. This was announced by ambassador atheist of Russian Ministry of Foreign Affairs Vladimir Dorokhin. "The issues on the agenda of the day can not be settled by emotional statements - efforts of experts are needed", - he said. The ambassador has emphasized that Russian negotiation positions are based on conflict settlement in the spirit of good-neighbourliness and mutuality. "Russia is interested in further successful functioning of Black Sea Fleet in sphere of security maintenance in Black Sea region for the sake of all littoral countries, including Ukraine. At the same moment Russia wishes Fleet servicemen and members of their family to feel comfortable on Ukrainian territory". "The legal foundation of Russian presence at Black Sea is recorded in base agreements of 1997. The corner-stones of these agreements - term of Fleet presence on Ukrainian territory and amount of rent - are firm". "I am sure that normal functioning of Russian Black Sea Fleet on Ukrainian territory, its cooperation with Ukrainian sailors in stability perseverance in the region can become the important factors of development of neighboring relationships between Russia and Ukraine", - said Dorokhin. Talking about agenda of negotiations planned for February 14 in Kiev, the ambassador has informed that situation around Yalta lighthouse will be discussed during the session of commission on Black Sea Fleet issues. In Dorokhin`s opinion, issues of navigation and hydrography are the most tense.
