Telephone conversation of Russian president Vladimir Putin and Turkmen president Saparmurat Niyazov was carried on by initiative of Russian side. Russian president congratulated Niyazov with 66-th birthday. "In conversation the heads of governments discussed separate issues of cooperation in different spheres, including fuel-energy sphere and perspectives of further development. They noticed that agreements achieved during Russian-Turkmen meeting in Moscow this January are realized", - noted Kremlin press-service. Saparmurat Niyazov is 66 years old. He heads Turkmenistan republic for 21 years. The same day a holiday of State flag is celebrated since 1995. In honour of this event February month is called Biadak, which can be interpreted as "flag" from Turkmen language. In presidential election Niyazov got 93% of votes. In 1993 Saparmurat Niyazov was awarded the status "Turkmenbashi" - "father of the Turkmen". In 1999 all limitations on presidential term were removed and Niyazov became a life-long president.
