Written orders to open fire on defeat did the security forces at the time when Oleksandr Turchynov performed the duties of the President of Ukraine. The former head of the presidential administration Sergei Pashinskiy personally told reporters.

The Ukrainian government has often accused the Russian Federation that it agitates the Ukrainian military to move to the side of the defense of the Crimea, but these accusations were rejected by the Russian side. Almost all military units, situated on the Peninsula, swore on the correctness of the Crimean people themselves. Those, who did not want to do, was given the opportunity to peacefully go to Ukraine.
