The list of the territories, where tourists-recreational special economic zones are planned to be established, includes a rather considerable number of objects from Southern Federal District, including Caspian cost of Dagestan, Caucasus Mineral Waters, large part of Chechnya and Ingushetia. Reportedly, the government has already approved appropriate amendments to the law "About special economic zones in the Russian Federation". The deputies, who suggested creating off-shore zones in North Caucasus, are planning to revive the region with the help of tourism. At the sitting of the State Duma Commission on the problems of North Caucasus on Tuesday, its members discussed the social and economical state of the subject of Southern Federal District and noted, that Ministries responsible for economical and social policy in North Caucasus. On the opinion of the Comission chairman Vladimir Katrenko, inactivity of Ministry of Finance and other governmental agencies has led to the poor economical state of several southern regions. He noted, that the level of budget security is 3-4 times lower than the average country level, and the talks that North Caucasus is "a black hole where money goes" is demagogy.
